OCG-3MCB experienced success in the implementation of methods that included risk based sampling financial transactions between key government systems. This approach resulted in substancial savings to government while increasing the level of compliance.Although the technologies supporting these systems were current during their development they now require a migration/convergence path to currently supported technologies. In addition, during the course of these improvements consideration to the expansion of new risk portfolios and the evolution of present practices from risk based sampling to continuous sampling/detection were within scope.The project:- Review Strategic Documents and Historical Information- Establish Key Strategic Business Targets- Establish Potential Savings/Risk Reduction.- Review all Data Flow linkages and review associated system documentation- Review current government architectural standards- Review all available systems documentation- Conduct system overviews- Interview key management, stakeholders, line-staff (systems users), systems support staffBased on data collected meet periodically with management team to review findings and obtain further direction. Based on architecture in place, ministry resources that could be leveraged and government standards recommend a migration strategy and review with key stakeholders.Once the strategy's direction was adopted in principle generate budget and staff compliment forecasts for the next 3 FYs to allow for adequate budget/staff planning by the client.Present the DRAFT Strategy and conduct 2 review cycles by the stakeholder groups. Provide approved Strategy and associated materials.
